There is no average limit, as it varies each year due to force and mission requirements, and ongoing operations. However, most Navy casualties outside of Theatre casualties (Kia, WIA) are due to accidents or losses at sea (loss of crew overboard, unable to recover).

Many other deaths, such as suicides, aren't reported as such, but happen more frequently than the public knows about.

Most technical and engineering jobs in the Navy are inherently dangerous, but the actual annual loss rate is fairly low considering just how dangerous the work is for most rates.
