They're officially Warrant Officers, if you're referring to the US military. They're in a separate class, between enlisted personnel and commissioned officers, and there are five Warrant Officer ranks, grades one through five.
A Non-Commissioned Officer is a series of enlisted ranks in the U.S. military. It is the pay grades from E-5 - E-9 in the Air Force, and E-4 - E-9 in the Army, Marines, and Navy.

O5 refers to US government military pay grade. Enlisted soldiers are grades starting with E, such as E3. The lower the number the lower rank the person is. So a Private is E1. W grades are for Warrant Officers. O grades are officers. O1 being 2nd Lieutenant or Ensign, the lowest officer grade. You've asked for O5 that is a Lt. Colonel or Commander. Pay rate is determine by several factors Combat, Flight, Hazardous Duty, etc... Straight base pay for an O5 grade is $46,000 up to $76, 000 based on years in the military. This pay scale is consistent across all of the armed forces.

The US military breaks down its force as follows: Flag Officers or generals and admirals form the top echelon followed by Field Grade for colonels, lieutenant colonels and majors and their naval equivelant. Next is company grade for captains, lieutenants, warrant officers and ensigns followed by the enlisted ranks headed by the staff nco's and chiefs. NCO's and petty officers are next and at the lowest level are the bottom two pay grades, the seamen, PFC's and privates. That gives you six different groups or classes in the military structure.
