Questions like this one are difficult to answer, since it calls for an opinion, and it depends on which party you ask. Many (but not all) Republicans will immediately say Bush was the best, and many (but not all) Democrats will immediately say Obama is much better. The truth is that both President Bush and President Obama have been perceived as very polarizing. Both have strong supporters, and both have strong detractors. History will judge President Bush-- many of his fellow Republicans began by being very much in favor of him, but as his second term wore on, they began to believe he was not being true to conservative principles; he spent too much, turned a budget surplus into a budget deficit, and had an administration that was marred by scandal. The war in Iraq was also very controversial, and a growing number of people became vocal opponents of it, as well as opposing how his administration handled the period after Saddam Hussein was overthrown. But despite all of that, there were still people who loved him and believed in him: he was especially popular with conservative Christians, and with the military.
Similarly, many people placed their hopes in President Obama and believed he would end the bickering in Washington. He has so far been unable to achieve that goal, and congress is more gridlocked than ever, as Republicans do whatever they can to make sure he will not be re-elected. There have also been questions about his leadership style. But his supporters would point out that he passed health care reform (which other presidents tried to do but failed); saved the U.S. auto industry; and kept America safe by leading the successful mission to kill Osama bin Laden and other terrorists. Here too, history will judge President Obama and it remains to be seen how his presidency will be perceived after all the partisan fighting is a distant memory.
But the bottom line is that whether you liked Bush or not, and whether you like Obama or not, the person serving as president deserves our respect. No matter which party is in power, it's impossible to please everyone, and being president is one of the most challenging jobs.
