of course he is, he bribed Nigeria to get a contract to build liquified natural gas facilities in nigeria while he was ceo of haliburton..... he got caught but of course big rich business oners like himself never suffer the consequences, also hes a crook for being the secretary of defense while being the ceo of haliburton and getting contracts from our government for haliburton to be a war contractor getting billions of dollars in contracts which should have been bid on but wwere not, just more crooked politicians at work.... and just think he was our vice president...

No, he is not. I know he's gotten a lot of flak (no pun intended) for shooting the guy, but he obviously didn't mean to. I'm not saying he's a saint. I'm simply saying that he isn't evil.
