Congress is the major legislative body for Federal Laws in the U.S. It is composed of two houses. The Senate and the House of Representatives. The Senate has two people elected for each state. The number of people from a state in the House of Representatives is based on the number of people living in the state. The two house system allows for fairness between the influence of states with a larger population and smaller states since For a law to exist, it must be approved by both the Senate and the House of Representatives.

Although congress makes laws for the country, individual states also have their own legislative bodies for passing laws that apply only for that state.
