It is. The Supreme Court has the power to declare any action by Congress, the President, or the States to be unconstitutional and therefor illegal. It can reinterpret the constitution to mean whatever it wants it to mean, and therefor can amend the constitution without a vote of the people. Once it interprets the constitution, that interpretation cannot be undone by Congress or the President. Supreme Court interpretations can only be undone by amending the constitution which has only been done twice in our history, the last time over 100 years ago. Anyone can seek a reinterpretation of the constitution by bringing a test case. This is known as them"constitutional project" as it has been done by both liberals (abortion, sodomy, death penalty) and conservautives (Citizens Untied, free speech, and gun control), although conservatives would argue that they are restoring the original meaning of the constitution rather than amending its meaning. So yes, today the Supreme Court is the most powerful branch of thevU.S, government.
