The Vice President of the United States. This is laid down by the Constitution (Art 1, Sec 3, Para 4). However, Para 5 of the same Section provides for the Senate to choose " - a President Pro Tempore, in the absence of the Vice president, or when he shall exercise the office of President of the United States". Interestingly, the Constitution does not require that the President Pro Tempore necessarily be himself a Senator, but in practice he always has been, and nowadays is usually the most senior Senator of the majority party.
