Yes. No doubt about it. Most of the founding fathers served the country during the revolution. Washington and Hamilton both served in the Contintental Army. (Hamilton even personally leading a charge against British troops.) Adams was in Congress formulating foreign policy, and organizing the Army. Even the elderly Franklin traveled abroad (at personal risk) to forge an alliance with France.
Jefferson, on the other hand, did nothing. (He did help draft the Declaration of Independence, but he denied it at the time because he didn't like the document.)
Jefferson during the Revolution was governor of Virginia. During his term of office, he:
1) Refused to defend Richmond when Washington warned the British were approaching;
2) Fled the city when the British attacked Richmond (Allowing the British to capture supplies and government records);
3) When the British approached Charlottesville, Jefferson fled again, and left the Virginia Assembly to be captured by the enemy;
4) When the British army approched his home in Monticello, Jefferson fled once again.
That is the extent of Thomas Jefferson's contribution to American independence.
