A voter who is described as an "Independent" does not want to affiliate with any one political party. He or she votes for the best candidate, rather than always voting for Democrats or always voting for Republicans. A senator or representative who is described as an Independent is similar in the fact that they do not want to always follow one party, so they don't officially declare themselves as either a Democrat or a Republican, and they vote with the party they agree with most, depending on the issue.
