He was held in fairly high regard in Europe due to his relief efforts following World War I.

In the US, enough people thought well of him to get him elected President in 1932. His popularity (at least in the US) declined dramatically after 1933, though, due to the onset of the Great Depression. It remained low during Franklin Roosevelt's presidency, due at least partly to him being used as a convenient scapegoat.

After World War II, his image was rehabilitated somewhat.
