In the US, enough people thought well of him to get him elected President in 1932. His popularity (at least in the US) declined dramatically after 1933, though, due to the onset of the Great Depression. It remained low during Franklin Roosevelt's presidency, due at least partly to him being used as a convenient scapegoat.

After World War II, his image was rehabilitated somewhat.

He's mostly the one that caused the Black Tuesday, The Great Depression when people were so poor that most of the kids had to drop out of school and help their parents earn money. Most of these poor people had to live in Hooverviles. Hooverviles are where poor people had to live when they did not have any money, and they had to make the most of these houses out of cars, wood, blankets, and newspapers.They were named Hooverviles because most of the people blamed Herbert Hoover, their president, for the Black Tuesday and the Great Depression.
