what is this debate is about.
No, the speaker does not have to be a member of the house in order to participate in the debate.
In the UK he is called the Speaker of the House of Commons.
to debate proposed legislation
The speaker can limit the time.
The speaker in the House of Commons is the chairman. His/her role is to keep the debate flowing and to make sure that people get the chance to have a say in a debate and that the rules of debate and behaviour are adhered to. In other words no name calling etc. The speaker is supposed to be impartial, even though he/she is a member of one of the political parties, and so they do not get to give their own opinions on the debate. However the speaker does speak. They will call out the names of the MP's (or at least their constituency) when he (or she) is telling them that it is their turn to speak and the speaker will tell off MPs for bad behaviour. The speaker can have MP's ejected from the house if they persistently break the rules.
In some debate forums, the speaker holds the floor (dominates the debate) until s/he stops speaking. When a speaker decides to jam the debate to prevent it from concluding they can continue to talk endlessly. They can read the newspaper, a book, the telephone book, anything. in order to never stop talking. That's a filibuster, they are filibustering the debate. The most common place this occurs in the U.S. Congress.
His debate partner was Senator Stephen Douglas from Illinois. Douglas was a celebrated debater and speaker.
To preside over the House of Commons when it is in session. The Speaker can choose when to suspend or adjourn debate, have debate done in private and call for silence or order from the MPs. The Speaker is usually a former member of the ruling party, but they have to sever ties with the party once they take their position.
If someone set the length of the floor debate, it would be the Speaker of the House.
the speaker
In 3-a-side debating, 3rd speakers do not start the debate - that is the job of 1st speakers. The job of 3rd speakers is to rebut the other team's arguments. A 3rd speaker should always start with rebuttal and then move to the summary of their own team's case.
