The US Constitution makes the president the commander-in-chief of all US Military forces. From time to time, Congress has given him specific powers to use military force to deal with some international crisis. On occasion presidents have ordered military strikes without Congressional approval and the precedent now exists for such strikes.
The maintaining of a standing army and a ready strike force makes such strikes possible. Congress has to vote to supply funding for any long term action.
The Gulf of Tonkin Resolution in 1964 gave U.S. President Johnson any military force necessary to protect U.S. interests. The "War Powers Resolution" in 1973, which over-rode President Nixon's veto, restricted the President's power, without "Congressional Approval." The WPR was brought about by President Nixon's ground campaigns in Cambodia & Laos in 1970 and 1971, respectively.

In 1950 US President Harry Truman issued a new executive order covering military secrets, which superseded the one issued by President Franklin D. Roosevelt ten years earlier. In 1951 he issued another executive order which extended secrecy to non military agencies. Unlike President Roosevelt, Truman made no effort to cite case law to support the order which was broad and deep. The order was so vague that it gave the president far reaching powers and this caused some controversy on Capitol Hill.
