What is Barack Obamas golf handicap?

According to two articles in Time Magazine the President's handicap is estimated to be somewhere between 16 and 24. Obviously, this is based on opinions of those who have played with him or seen his swing and not on an actual handicap card. According to the same article, those who have been longtime playing partners say his game is improving.

The President plays a round about once a week during the Golf season and (as of 8/22/2010 has about 50 rounds under his belt since taking the oath of office.

Like nearly every modern president, Barack Obama loves the game of golf. He took it up later in life, so we may assume he was not very good at it when he first began, but recently, he told a reporter that his handicap was thirteen, which he says is a big improvement.
