O-10 is Admiral in the Navy, and General in the Army, Air Force, and Marines
O-11 is Fleet Admiral in the Navy and in the Army is General of the Army, in the Air Force is General of the Air Force. O-11 does NOT exist in the marines. Any person to achieve a rank of O-11 is technically never retired and remains technically on active duty.
