In a way the senate majority leader can control the senate in that all bills can only reach the floor to be debated and voted on if he or she says so. Harry Reid, a democrat, now "controls" the senate

Be in the House or Senate longer than anyone else wanting the job
There is no simple way. You can vote based on an ideological preference or vote based on a rational basis voting for things that are effective, or you can vote for the populist choice. Anyway is fine but it's never simple.
