This is a misconstrued question, as Congress is the legislative branch of government, separate from the Executive Branch of Government, headed by the President of the United States.

There is no executive branch of the Congress. There are leaders of Congress, chosen by their respective parties, but they have no Executive Authority, only authority given under the United States Constitution, Federal Law and statute or House or Senate Rule (or even party rule).
