By and large, voters are always generally unhappy with decisions being made by their representatives, and not all of them vote. Voting out incumbents is a seen as a means for people to reclaim the government. Egregiously bad behavior or disconnect from the beliefs in enacting and supporting laws may cause voters to vote for an opponent who is perceived as better. In current times, many of the incumbents are running unopposed by the opposite party, so I am not sure what the long term effects will be.
