In 2005, "the total personnel cost (including both wages and fringe benefits) budgeted for the for the civilian workers in the federal executive branch was just 7 percent. Adding those who work for the postal service, in the federal government's other branches, and in the armed services brought the total to only 13.8 percent.
Cutting the number of federal bureaucrats by 10 percent would trim federal spending by only 0.7 percent, or less than two months' worth of the expense of fighting the 2003 war in Iraq."
