The spoils system had existed as long as the government, but Andrew Jackson took the greatest advantage of it and is thought of as its creator. Before Jackson, all of the presidents lived a few miles from the east coast, were from old established English-American families that were active in the revolution. As such they appointed people like themselves to government positions. Jackson was the son of Irish immigrants who came to the US without money and he lived on the frontier in Western Tennessee. He was elected by the frontier farmers and others who were tired of the founding father's government. So, when he was elected, he cleaned house. He removed all the rich eastern people in government and appointed his own supporters . He defended these re-appointments as the spoils of victory.
