Yes they did. Abraham Lincoln banned slavery from slave states that included California.
Vice president nominee George Pendleton led the opposition to the 13th amendment, which was the ban on slavery. As a result the amendment made changes to its content in order to gain more supporters.

Most states never freed the slaves. The North started to ban slavery across all of the Northern states. The South never wanted to ban the slavery then. Thats one of the causes of the Civil war. When Abraham Lincoln become the president he, banned slavery. Some people didn't care about the law and still went with it, they soon went to jail. It was the Wilmot Proviso that declared that there should be no slavery in the new states. This gained support in Congress, and by 1860 most Northerners agreed with it, while tolerating slavery in its traditional heartlands. That was how Lincoln got elected.
