The Congressional Medal of Honor was established by congress in July of 1862, and signed into law by Abraham Lincoln. The bill to establish the medal was introduced by Senator Henry Wilson of Massachusetts in February 1862.

This was actually the second Medal of Honor bill Lincoln had signed, for in December 1861 Senator James W. Grimes of Iowa introduced a bill to authorize a Medal of Honor for the navy. This bill was passed December 21, 1861. There have been 3,449 recipients of this high honor since its inception. (As of 5 January,2011)
