The members of the electoral college elect the President and vice president. Each state has as many members of the electoral college as they have representatives and senators combined (e.g., Texas has 34 because it has 32 representatives and two senators); in additoin, the District of Columbia has three electors.

They swear oaths to vote in accordance to the outcomes of their state, however, there are few penalties if they decide to vote oterhwise. "Unfaithful" electors have never changed the results of an election, but they have occurred.
