Well, Alaska is part of the US. The treaty was, however, signed outside of Alaska.
President Clinton felt guilty for what the United States government did to the Hawaiian Monarchy so he issued an Apology Resolution 100 years later to apologize for what the US had done. Too little too late but we appreciate his efforts.
