The people voting in November pick the members of Congress; senators and House of Representatives. The Electoral Congress picks the President and the Vice President (both from the same party decided in an convention in the summer time) every 4 years. Usually the Electoral College picks the same person as the candidate who got the most votes in the general election, but, not always. The Electoral College picked Benjamin Harrison and George W. Bush (in 2000), even though Grover Cleveland and Al Gore got more popular votes.

There is no president of Congress. The House members elect a Speaker to chair the sessions. Not surprisingly, the speaker is always from the majority party.In the Senate, the vice-president of the United States is the official president of the body. They also elect a President pro tempore who is a senator, to chair when the VP is not there.

The primary purpose for a US president to urge voters to elect members of his or her party to congress is to make it easier for the Party and the president to have bills the Party favors made into laws. A US president usually urges voters to elect members of his political party to congress because the president proposes laws but the congress passes laws. The president is also able to veto laws but the congress can override the President's veto. The congress (Legislative Branch) is also able to approve treaties (and the president negotiates foreign treaties) and the congress can impeach and remove the President and other high officials (the president appoints federal judges, ambassadors, and other high officials).
Other members of Congress can censure, impeach, or expel members. The voters in their constituency can choose not to re-elect them.
