This is a difficult question to answer, because some presidents were popular in their time and are now almost forgotten, while others were regarded negatively but have since been re-evaluated. Most historians agree that George Washington was universally popular, and remains so even today: he was the only unanimously elected president and could probably have served more than two terms, had he wanted to do so.

Abraham Lincoln was controversial in his day, but in modern times has become widely admired. Franklin Delano Roosevelt was also controversial but the American public loved him and elected him to an unprecedented four terms (he did not complete his fourth, due to poor health that resulted in his unexpected death, but he was sufficiently admired to be elected four times). In recent times, Ronald Reagan was very popular with some segments of the population, but he was also a polarizing figure. It remains to be seen how history will judge him and other recent presidents.
