Jefferson had a national vision and firm conviction about where American history was headed. He felt that the true spirit of the nation was what he expressed in the Declaration of Independence. Thomas Paine's book The Rights of Man ( 1791) captured what Jefferson believed and saw as the role of government. He felt that the only legitimate form of government was self government. He saw the revolution as the opening shot in a global struggle against tyranny that was destined to sweep the world. " This ball of liberty, I believe most piously," he wrote "is now so well in motion that it will roll around the globe."
