Probably because the ejection/reload action (mechanical activity) of the semi disturbs the rifle's aim before the bullet exits the muzzle. One would also expect the range of the bullet fired by the semi to be a little less because some of the energy that would otherwise by used for propulsion, is drawn off to energize the ejector.
