Why did President Washington hesitate to sign a congressional bill that created the bank of the US?

Washington believed the veto was only to be used if Congress passed a bill that was unconstitutional. Alexander Hamilton was able to convince Washington that the law was not contrary to the constitution, so Washington signed it.
