Well, making laws is the mere reason such a thing as government exsists. There are many theories as to why such a thing as government exists. The most suspected is that societies organized to benifit the members of those societies. Originally there were tribes that supposedly evolved to governments. The goal is pretty much the same as tribal society, that is to protect people under government jurisdiction.
