Congress is made of up of the House of Representatives and the Senate, this means it is bicameral. So its incorrect to say that you are wrong, only that you are partly right! As congress is made up of both, then it is both that have the power to declare war. :) hope this helps
Yes. They both have to vote on it and have a two-thirds majority. The president does not actually have the power to declare war. He can only send troops places.

The Senate NEVER has the exclusive right to introduce legislation.
