In the 1910's - 1920's, America was seeing a radical fashion change, going from the corseted Gibson girl of the first decade to a flapper style. Leaner lines and shorter skirts brought more attention to shoes and stockings, and with stockings came garters. Often you see pictures of flappers with small flasks tucked into garters. That became a popular way of doing things. Beyond that, prohibition did not really effect the styles of the day.
