The Executive Branch of government has more power over foreign policy than over domestic policy.
The principle is called "Checks and Balances".

This system is called the Checks and Balance System
Checks and balance, separation of power. See: Executive branch, Legislative branch, Judicial branch. ____________________________________ However, this system only works when the other two branches of government use their OWN powers to prevent the out-of-control branch from amassing power. For example, if the Executive branch tries to claim too much power, the Legislature has the power to impeach and remove the executive branch member who is out of control. Impeachment was never intended to be reserved for obviously criminal activities, but also for unconstitutional abuses of power. Impeachment is an inherently POLITICAL act. The power of impeachment has been re-interpreted so narrowly that it is essentially nullified.
the reason why they dont dominate each other is because,of checks and balances
yes it is!
Checks and balances limit the powers of the national executive as the three branches of government have designated roles and features. The Executive branch carries out the laws. They do not create or interpret them. this balance has been successful for almost 250 years.
Checks and Balances.... Look it up.

The Legislative Branch shows an example of check and balance by overiding the President's vote (Executive Branch)
The president
It is more of a privilege than an absolute power because of the checks and balances in the government. (Checks and balances is were different branches of the government [executive, judicial, legislative] have to go through each other to get things done within the government) -Sprat
Each branch of government checks each other in the system of checks and balances. This includes the legislative branch, along with the the executive and judicial. The branches basically check each other to make sure no branch is abusing their powers.
Legislative branch can veto the executive branch vetoes and can impeach.
The ideas of checks and balances are displayed in Federalist #51 through the system of government established by the Constitution. This system includes the separation of powers between the legislative, executive, and judicial branches, as well as the system of checks and balances between the different levels of government.
