Territories prepared for statehood by meeting specific requirements set by Congress, including establishing a population threshold, creating a constitution, and demonstrating a commitment to governance and civil rights. They often held conventions to draft state constitutions and conducted referendums to gauge public support for statehood. Additionally, territories worked to develop infrastructure and economies to prove their viability as states. Once these criteria were met, they could petition Congress for admission into the Union.

I guess none have been denied. While some territories have significantly delayed petitioning for statehood, including Alaska (92 years) and Oklahoma (104 years), no valid petition for statehood has ever been denied by the U.S. Congress.
Barriers to statehood often include issues such as lack of population density, economic viability, and political representation. Territories may struggle to meet the necessary criteria for statehood, such as having a stable government and a functioning economy. Additionally, historical, cultural, and geographic factors can complicate the desire for statehood, as seen in regions with diverse populations or conflicting political interests. Finally, opposition from existing states or federal authorities can hinder the process of achieving statehood.

A territory could not apply for statehood if it did not meet certain criteria established by Congress, such as having a sufficient population, a stable government, and the ability to uphold obligations and responsibilities of statehood. Additionally, the conditions of the Northwest Ordinance of 1787 specified that territories needed to demonstrate readiness by establishing a constitution and governance structure. Furthermore, Congress retained the authority to determine whether a territory could qualify for statehood based on political, economic, and social factors.
