The Anti-Federalists like a weak government and wanted more power with the states. They were against ratification. They also were in favor of adding a Bill of Rights.
Northern states opposed it, Southern States were in favor. Finally they compromised, and agreed that 5 slaves would be counted as 3 citizens.

Five, if you count West Virginia as a state ( in 1860 it was still part of Virginia, but broke away from the Confederacy and joined the Union. In 1863, it became an offical US state). The slave states or Border States were Maryland, Delaware, Kentucky, Misssouri, and West Virginia
If 2/3* of the members present at the time of of the vote in the House and Senate vote to propose the amendment, the amendment is passed to the States. At least 3/4 (38) of the States must then ratify the amendment. The States can ratify the amendment either through their legislature or by convention. * 67 votes in favor of the amendment is not required for passage unless all 100 Senators are there. If only 60 Senators are there at the time of the vote, 40 votes would satisfy the 2/3 requirement.
American Socialists tend to favor an expanded role for government.
To pass an amendment is (intentionally) difficult to do. To pass one, 3/4 of all the state legislatures have to ratify it. In 1860, there were 33 states, which meant that 25 states had to ratify it. The problem is that 15 states were Slave States - the 11 that would secede and form the Confederacy, plus the four "Border States". Those 15 states would never vote in favor of ratifying an amendment to abolish slavery. This is why the 13th amendment could not be passed until 1865- the Confederate leaders had been forced out of their states' governments upon losing the Civil War. Their replacements, largely from the Republican Party, tended to favor abolition, and were willing to vote for it. The amendment process had begun prior to Lincoln's death in April 1865, but the amendment was fully ratified by the end of the year.

nobody knew exactly where Jackson stood on the issue od states' rights but he has given toasts in favor of states' rights. He declared-"Our Federal Union-it must be preserved." So, Jackson was in favor for unionist rather than states rights.
