The process for amending the Constitution is extraordinarily difficult. This can actually be seen by just looking at how many amendments there have been. Excluding the first 10 which were included in the Constitution, there have been 17 amendments since the ratification of the constitution in 1789.

To pass an amendment, you must have a 2/3's majority for it in both the Senate and the House of Representatives in Congress, and then a you must get 3/4's state approval.
