Rhode Island NEVER become a royal colony. It was self-governed since its beginnings and after the restoration of the Stuart monarchy in England, John Clarke secured a charter that assured religious freedom and self government.

This 1663 charter "served as the foundation of Rhode Islands government long after the American Revolution."

Rhode Island, founded by Roger Williams, was never a royal colony. It was self-governed from its founding as a squatter colony in 1636 (with charters in 1644 and 1663). Roger Williams was a religious dissenter from the Puritan Massachusetts Bay Colony. He founded his colony as a place of opportunity and religious toleration for all peoples. Rhode Island had no tax-supported church backed by the colonial government, which was rare for a British colony at the time. The settlements in William's colony were viewed as garbage by Puritans in the Bay Colony who referred to Rhode Island as "that sewer."
