These aid programs were a violation of neutrality which the Germans ignored, not wanting the US to enter the war through subterfuge and misdirection, as it had in WW1. When Japan attacked Pearl Harbor, Germany was compelled by treaty obligations to declare war on the US, which in any case had been covertly engaging in limited hostilities against Germany for the previous two years.
