They are listed in order of ratification of the Constitution. At the time, Maine was a part of Massachusetts, it wasn't split off until 1820. West Virginia was a part of Virginia until the War Between the States, when it split off and stayed loyal to the Union after Virginia left in 1863. Vermont was the first state to join after the Revolution, the '14th state', in 1791.
