John Smith took over Jamestown and enforced the Marshall Law, which was a no work, no food policy. He made all the men work for a living and to survive.
That if you did not work, you would not eat. ("He who works not, eats not.") In the early development of the colony a communal farming system was established to disperse food among all the early settlers. This system proved faulty as a large enough group of settlers were taking food without making significant contributions to the town as a whole that food began to run out and starvation was becoming a possibility. John Smith solved the problem by establishing a system that guaranteed that all those who required food in order to survive were willing to make contributions to the community in order to eat.
The reason why he did it and why this policy was so effective is that this caused everyone to work. Because if they didn't, then they wouldn't eat. You see everyone who went on the voyage to the Jamestown colony were wealthy snobs or "gentleman". basically high class people who always had people doing everything for them and didn't work, but with this policy it forced them to work.
