on Feb.4, 1861 summoned in Montgomery (Alabama) a Convention of the seceded State, elected Howell Cobb as President of the Assembly and the following day redacted a Provisional Constitution, approving the same on Feb.7,1861.
On Feb. 9, 1861, the Congress unanimously elected Jefferson Davis as President and Alexander Stephens as Vice President of the Confederate States of America (C.S.A.).
Furthermore the seven States decided of being rightfully entitled to immediately seize
all the Federal Forts and Arsenals existing in their own territory both because their consent in merit was withdrawn and also to take possession of all guns, ammunition and materials kept there.

Fort Taylor and Jefferson, respectively located near Key West and the Dry Tortuga's,
Fort Pickens in front of Pensacola,
Fort Sumter located in the Bay of Charleston.
