The Bill of Rights does not have "Articles".

If you're referring to Article II of the Constitution, it applies the Constitutional Powers given to the President & Executive Branch.

If you're referring to the 2nd Amendment, it's the "Right to Bear Arms", giving state's the right to regulate militias, and authorizing the private use of firearms.
