A deadline refers to the time by which something must be completed.

I was a little unsure about the actual reason for the word 'looming,' so I looked it up. In psychology, looming refers to the fact that if something rapidly gets bigger, it's perceived as getting closer.

I guess they use this, because as deadlines become more relevant in our head (ie. as they BEGIN to get closer) we start to obsess with them (ie. enlarge them), therefore making them seem closer than they actually are.

That's just my thoughts on it. Hope that helped :)
