The effect for slaves was zero in practice, though it may have sounded very good to them. This was a presidential decree by Lincoln that was only to take effect in the areas where he had no authority, so in truth it was just talk. However, internationally it gave the impression that this was a war solely about slavery - which already banned in Europe. The countries that had been helping the South then felt that it would look bad if they were associated, so they quit shipping supplies. From a military point, diplomatic point, the Emancipation Proclamation was very effective.
