The taxes were not targeted to the lower classes but instead toward the wealthier classes or elites. The second act was the Currency Act (1764), which prohibited colonists from using their own currency as a legal tender note. The third act was the Quartering Act (1765), which stated that the citizens must provide accommodation for Britain's troops because British troops abroad were extremely expensive. Greenville reasoned that the troops were there to primarily protect the colonists, and therefore the colonists must support the troops. The fourth act was the Stamp Act (1765), which required a paid stamp on legal documents, newspapers, almanacs, diplomas, dice, and cards. And lastly, there was the Declaratory Act (1766), which declared that England had the right to tax the colony under a mercantilist philosophy.
