The Union strategy overall was to beat the Confederacy back using superior arms and numbers. Given the North's large manufacturing sector and better infrastructure (more railways, roads, etc.), they were able to create a war machine the South could not compete with. It did not happen overnight, however. It took several years for the Union to build momentum, partially to refocus manufacturing companies and partially because they couldn't find good generals. Late in the war, when the Union's dominance was certain, the strategy turned to dismantling the South by burning crops and giving the Confederacy no chance to recover from the damage already inflicted.
