If you mean what was the FIRST year, the first US cents (and half-cents) were struck in 1793 at the Philadelphia Mint.

But they really weren't "invented" because that word usually refers to developing a machine or technology. Although it was one of the first (or THE first) decimal coin minted, the US cent was in part derived from the British penny which at that time had been struck in various forms for almost 800 years.
