That description of the eagle would make it a 1921 Morgan dollar, NOT a Peace dollar. It's an extremely common date, with coins often selling in the $20-$25 range.
No US quarters were struck in 1922. The US did not make ANY quarters dated 1922.

The US Mint has been churning out those shiny little coins every year since 1796. So, no quarters were skipped in the production line, like ever.
There are several US Mints, where they make coins. In the early 20th century, they were Denver, San Francisco, and Philadelphia. On quarters made from 1892 to 1916 there may be a tiny letter just below the eagle's tail feathers; S for San Francisco, D for Denver, and no letter indicates Philadelphia.
