Without having counted everything, I would guess it would have to Switzerland. All rectangular flags can only have two lines of symmetry at most. However, here are only two national flags that are squares (we'll be ignoring Nepal because,,, obviously): Switzerland and the Vatican City. And since the Vatican flag has a whole coat of arms on it, it must be Switzerland, which has the vertical line, the horizontal line, and two diagonals; a whopping four lines!
