Well, the Germans took the city but the stubborn Belgian resistance not only caused casualties over the German calculations, but wrecked the Schliefflen Plan timetable, allowing the Allies to bring up reserves to guard Paris and counterattack at the Battle of the Marne. In retrspect, probably the Belgians won.
