More information is needed to ID the bill. The first official US $2 bills were issued during the Civil War. On the off-chance that the date you see is 1776, it's quite possible you're looking at the back of a modern $2 bill. The image is an interpretation of Trumbull's painting of the Signing of the Declaration of Independence which of course happened in 1776. The bill's printing date is on the front.

it really depends on how much the bill is off centered. IF you can see another part of a different bill then you will have additional value.
Tolerances for U.S. bills are pretty sloppy compared to, say, euro notes. Unless part of another bill is visible yours is basically just a curiosity, I'm afraid.
my guess, would be some sort of powder substance, which could be crystal meth, cocaine, or crushed up pills, or, depending on where you're located, certain types of heroin comes in powder....but the corners of matchbooks or heavy paper are usually torn apart and used to push all the powder into lines or piles.
